We need to implement materials for the Neuroscape Realm similar to what Liaret created here. A different method can be used, but make sure to check out his issues he had with his material in this video Glow Over Distance & Grid tutorial. It might be easier to just make materials and meshes the traditional way instead of the method he uses. This needs investigation and experimentation. For inspiration, see the Tron Shooter Map by Enric Martinez.

Requirements: The color needs to be adjustable using blueprint variables, it must run on mid range hardware from 2016, and the material shouldn't interfere visually with easy navigation of the level design.
